Accountability Objective This position is accountable for making and implementing annual departmental plan; building, developing and maintaining efficient and effective quality assurance, quality control, quality inspection systems and relevant processes about materials, components, manufacturing facilities and tools, products produced by Tri/Mark in accordance with ISO9001:2002 and TS16949; routinely supervising and inspecting the quality of each kind of material, component, manufacturing facility and tool purchased before acceptance, and the quality of semi manufacturing product and product before which is packaged; preparing necessary processes, material, and documentation to apply for certification of ISO9001:2002 and TS16949; taking part in the process of supplier appraising and taking the responsibility of evaluating supplier’s quality assurance capability in a professional way; actively responding to any grievance caused by product quality reported by customers of TMX. Dimensions Company Sales Total customers Total employees Nature and Scope This position is responsible for making and implementing annual departmental plan, which require the incumbent should have basic knowledge of formulating and implementing both theoretically and practically, understand the corporate strategy and departmental requirements, be versed in how to make, update and implement the annual departmental plan, should be an expertise in quality management field, especially measurement methods, documentation analysis, inspection reporting, inspection tools and equipment and other relevant quality assurance methods in machinery and machinery components manufacturing industry. This position is responsible for building, improving and maintaining an efficient and effective quality assurance, control, inspection system and process according to ISO9001 and TS16949, the incumbent should be knowledgeable of the standards and the requirements of ISO9001 and TS16949 in detail, and be able to communicate the various responsibilities to other department managers and be very experienced in how to implement the above standards and requirements into actual quality assurance activities, the incumbent should prepare necessary material to train relevant corporate staff and make them understand deeply and comprehensively the standards, requirements, and responsibilities of ISO9001 and TS16949. The incumbent should understand and be very familiar with the specifications, requirements, quality standards of materials, components, manufacturing facilities and tools; be knowledgeable of specifications, quality standards, technical requirements of different kinds of products and semi manufactured products; and the incumbent should be versed in the relevant Laws, acts, and regulations of the PRC in the quality management area to guarantee the quality of products manufactured by TMX conform to legal requirements. This position is responsible for managing and maintaining quality control facilities, instruments, measurers, and the incumbent should understand and familiarize himself/herself with the above facilities, instruments and measurers, keep and update quality record for each test, if anything abnormal comes out, the incumbent should communicate with relevant department and report the situation to supervisor in a timely manner. The incumbent should work along with purchasing department to take part in the process of visiting, inspecting, and evaluating both current and prospective suppliers, make professional judgments about suppliers’ quality assurance capability and train suppliers to meet our quality requirements. The incumbent should work along with sales department to deal with the grievances from customers as soon as possible, the incumbent should listen attentively to what our customers dissatisfy with and think a way out to even the problem, and track out the pertinent roots to prevent the same problem from occurring once again. The incumbent should become familiar with various reporting systems required by customers and be experienced in gathering information from responsible departments to satisfy the needs of customers in reporting quality resolutions. This position take the responsibility of building, developing and maintaining good and harmonious work relationship with different level of government departments related to product quality management such as China Quality Certification Centre, Xuzhou Entry-Exit Inspection and quarantine Bureau, Xuzhou Bureau of Quality and Technical Supervision, which require the incumbent should have a sound interpersonal skill and be very communicative, and be very familiar with the business process and regulations of the aforementioned government departments. Principal Accountabilities The incumbent is principally responsible for, but not limited to, the following accountabilities: Formulate and implement departmental strategy, formulate, update and implement annual plan; Build, improve and maintain highly efficient and effective quality assurance, control and inspect system and process in accordance with ISO9001 and/or TS16949; Prepare training materials regarding quality systems, process documentation, products, material, components and work process relating to quality improvements to train relevant staff to get pertinent knowledge and skills; Routinely inspect and supervise materials and components purchased from supplies or produced by our company and submit the relevant quality report and records; Routinely inspect and supervise the quality control status in the course of production: Be responsible for preparing pertinent material, documentation and processes to apply for certification of ISO9001:2002 and TS16949 according to corporate plan and take the responsibility of the results for applying; Implement ISO9001:2002, TS16949 standards in each area to guarantee the quality of products and our workmanship; Actively work along with engineering department to get and understand the specifications, standards of the materials, components, and products in detail; Work along with purchasing department to participate in the whole process of appraising suppliers and bear the responsibility of the quality section of the supplier-appraising report, and communicate and evaluating the quality problem and relevant improving measures about the material, components, facilities, tools etc.; Work along with production department to train the worker to operate according to the relevant quality manual, inspecting and supervising the quality of the semi products and products in the course of production periodically; Build, develop and maintain good interrelationship with key customer Quality Assurance departments and personnel; Build, develop and maintain good interrelationship with relevant government departments and Quality Management Association in different level; Keep constant contacts with relevant departments in TMC; Accept the temporary and urgent assignments delegated by superior. The incumbent will have Education Background Bachelor degree or above, majored in machinery designing and manufacturing, machinery engineering, material science, business administration or other majors related to machinery manufacturing field. Training Attended training programs such as corporate strategy, management science, quality management, ISO9001:2002, CCC, TS16949 etc. quality management system, lean production, machinery product knowledge, business communication etc. Experiences 8ys or above experiences as quality management experiences, and minimum 3ys or above experiences as quality assurance manager in the machinery and components Industry. Skills & competences Strong cost and quality consciousness and rich knowledge and experiences in quality management field , rich experience in the machinery and components Industry; Excellent interpersonal skills and the capability to address the complexities; With good capability to bear and manage stress; Fluent English, both writing and spoken; Be familiar with Microsoft office, excellent in excel and relevant statistics software. Working Conditions The office area is climate controlled and working conditions are excellent. Typical noise levels are 20 to 30 dB. Normal or corrected vision with no color deficiency, normal depth perception and　peripheral vision of 180 degrees is required. Safety glasses are required whenever office personnel are in the plant production area. Hearing protection is not required but its use is encouraged in areas designated as high-noise areas for more than brief visits by office personnel.
